GTA Vice City in browser is possible because Vice City is a 2002 game built on the RenderWare engine, designed for a PlayStation 2 with 32 MB of RAM. The link from the Radiant Optimizer list opens a WebAssembly port hosted on GitHub Pages. The port reimplements the game engine so it can run in a browser, then loads the original game's data files to supply the city, cars, music and missions.
That split is the key thing to understand. The port is free and open on GitHub; the game content is not included. You provide the data from a copy of Vice City you own, and everything runs locally on your device.
If the game does not start, missing or incomplete data is by far the most common cause.
On desktop the port uses the familiar PC layout: WASD to move, mouse to aim, and the usual keys to enter vehicles and switch weapons. On phones it adds an on-screen joystick and buttons, which is impressive for a twenty-year-old open world but works best for driving rather than shootouts.
Vice City is light by modern standards, so most laptops run it smoothly. Keep the tab in focus, because browsers throttle background tabs and the game will stutter. If you see audio crackle, close other tabs that play sound.
Rockstar released Vice City in 2002 on PlayStation 2 and in 2003 on PC. Set in a neon-soaked 1986 version of Miami, it followed Tommy Vercetti's rise through the city's underworld and is still remembered for its soundtrack and radio stations. A Definitive Edition remaster arrived in 2021 as part of the GTA Trilogy.
Fan ports of this era of GTA are typically built on community reverse-engineered code. Take-Two, Rockstar's parent company, has filed takedowns against such projects before, including the well-known re3 and reVC repositories in 2021. That means the port could disappear at any time, which is why we track its status on the Radiant Optimizer games list. Using your own game data is the most defensible way to play; downloading the data from a random site is not.

Vice City is remembered as much for its atmosphere as for its missions. The radio stations are the first thing most returning players switch on: Flash FM for 1980s pop, V-Rock for metal, Wave 103 for new wave, Fever 105 for disco and Emotion 98.3 for power ballads. The story takes Tommy Vercetti from a botched drug deal to owning the city, with businesses like the Malibu Club and Sunshine Autos to buy along the way. If you are playing GTA Vice City in browser for nostalgia, the asset missions are a good way to see the whole map quickly.
